1. The Partido Comunista de Colombia (PCC) has made a public attack on the
actions of the Conservative Government and also against the Liberal
Party Directorate. The PCC eulogizes and sympathizes with the guerri4a
bands fighting theoaghout Colombia. The significance of the campaign
is that it is made openly in the name of the PCC.1 The attack appears
in a three-page leaflet, "Manifesto del Partido Comunista", dated May
1952, which is reportedly receiving nationwide distribution.
2. The leaflet opens with a charge against Mariano Ospina Perez. "In
November. of 1949, the hypocritical and fraudulent Ospina Perez sac-
oeeded in gaining complete control of the country through a coup duetat.
Ile dismissed Congress and abolished the departmental assemblies and
dvelared the country under a state of seige. In this manner the people
lost their government of democratit principles, by which Colombians have
been ruled for years.. After ?spina Perez came Laureano Gomez, who has
pushed Colombia further along the road to chaos and terrorism."
3. The leaflet says 2 "The eountry is confronted with a terrible situation,
the Liberal Party Directorate has sold out to the imperialists and has
fargetten all about its followers."
4. It then goes on to say, "From the masses of the people of Colombia aros
a group which was willing to fight against the brutal persecution by the
government. The Partido Comunista de Colombia calls to these valiant
fightere? the guerrill a om the llanos, Tolima, Antioquia, Cundinamarca,
and ether regions, to maintain their fight against the dictator without
falling into silly adventurea and disorganized criminal Acta. It asks
you to tiglt against the political deceit demonstrated by the Liberal
Party Directorate." The Communiste also attacked the "reactionary re-
