The Soviets are making demands on Rumanian Communist leaders for oil and
industrial products, with a definite or implied threat that they will
be deported if they fail to produce results.

3. In addition to these demands, the Soviets ask for electric power et trgl .'io
three and one half billion kws in energy. Centers are to be at Petrosani,
Doicesti, Filipesti, Sangiorgiu, Comanesti, Sarmasag, and Ovidiua
electric plan looks forward to uniting the following cities with these
center.. Bucharest, Ploesti, Brasov (Stalin), Sibiu, Cluj, Baia Mare,
Iunedaaxa, Arad, Resita, Timisoara, Craiova, Foscani, Barlad, Roman, Bacau,
Iasi., and Galati. There is to be a hydroelectric central system pro-
ducing 230,000 kws, and a "chemical electric" system producing 660,000
kwso Efforts will be made to build up the existing centers this year
(1952) to produce an additional 100,000 kw o This system is to have
electric generators producing 184,000 kws and transformers of 850,000 kws
capacity.
