THIS IS UNEVALUATED INFORMATION 6cp The command of the Ministry of Interior (MAI) troops was created by a law of February 1949 which reorganized the government administration. This command includes: a. The cotulnanc of the Border Guard troops. b. They command of the Security troops, c. The command of the Fire The bhief of the General Staff of the MAI troops is Colonel Mihai Olteanu, 2. Until the sun-rer of 1951 the border guard regiments were grouped into brigades, with two regiments to each brigade, The brigades have now been eliminated and, instead, divisions of border guards have been created; they are composed of: a. Three border guard regiments. b. One artillery regiment. The commander of the Border Guard troops is Lieutenant General Jacob Bulanaand the political ass? stunt is Major General Mihai Boiciu. 4. Border Guard Regiment, Turnu-Sevrin, in the barracks of the former 95 Infantry Regiment. It has its battalions distributed as follows: One battalion at Turnu-Severin. One battalion in the village of Deveselu-Mehedinti. One battalion at Orsova. h. 10 Border Guard Regiment, Oradea. The infantry training centers for border guards are located at: Deva, Corabia (Ror,anati), Marghita (Bihor), Caransebes. The artillery train- ing center for border guards is at Lugoj in the barracks of the former 13 Calarasi Regiment. The specialized training center (pioneers, com- munications) for border guards is at Lugoj. The information training center for border guards is in the village of Deta (Timis). 6. The 1 Border Guard Division includes the following: a. Headquarters, Lugo j, in the barracks of the former 17 Infantry Regiment. b. Commander: Major General Marzac. Former commander of the Turnu- .Severin Border Guard Brigade; Jewish origin. He. personally carries out executions by shooting with his own hand officers, sub-officers and soldiers suspected of helping escapees across the border. He is guilty of several such crimes. c. Organization: 4 Border Guard Regiment, Timisoara. 3 Border Guard Regiment, Oravita. 9 Border Guard Regiment, Turnu-Severin. Border Guard Regiment of Artillery, Lugoj, located in the former barracks of the 42 Artillery Regiment. 3 Border Guard Regiment includes the following: a. Organization: The regiment is organized as follows: Three border guard battalions; each battalion has nine platoons; each platoon has 80 soldiers; each has two machine gun groups; each machine gun group has one machine gun. fa In the organization of each regiment, there is a company of border guard pioneers and a company used to politically reeducate those who show weaknesses in service, 8. The border guard units are distributed as follows: a. 1 Border Guard Battalion in the village of Comoriste; Commander: Captain Pop. b. 2 Border Guard Battalion in the village of Racasdia Commander of battalion: Captain Gheorghe Lupascu. attalion in the village of Socol Commander of battalion: Major Ion Popa. 9. The Regimental Staff is as follows: a. Chief of Administrative Bureau: Major Ion Pavel. b. Chief of Training Bureau: Lt. Major Viorel Apotosoaia. c. Chief of Youth Labor Union (UTM): Major Nicolae Mitica. 10. 4 Border Guard Regiment includes the following: a. Headquarters: Timisoara, Transylvania barracks. b. Organization: 1 Border Guard Battalion, in the village of Besenova- Veche; 2 Border Guard Battalion, in the village of Jimbolia; 3 Border Guard Battalion, in the village of Deta. The organization and complement are identical to those of 3 Border Guard Regiment, and has a similar armament. c. Armament: Rifle and automatic rifle ZB, 7.92 mm; Soviet machine gun of Maxim type; Soviet automatic pistol P,P.SO, with 72 cart- ridges, Rumanian type offensive grenades'. Half of the complement is provided with automatic pistols. 11. The organization and provisions of the artillery regiment is as follows: Headquarters: Lugoj, in the barracks of the former 42 Artillery Regiment. b. Organization: Three artillery companies. One company of Soviet guns, 762 m ; one company of Soviet howitzers, 105 mm; one company of-mortars, 120 mm. Each company has three batteries of four guns each. SECRET CONTROL - U. S. The political situation concerning the border guard troop is as follows: a. The officers and noncommissioned officers of the border guard troops are members of the Communist Party and are obliged to carry out in- tensive activities along the Party line. On the western frontier, especially, there are only officers and noncommissioned officers who have the complete confidence of the Communist Party. The, great majority of the officers come from Communist Party ranks. b. Approximately 50 percent of the troops are members of the Communist Party and all the soldiers are obliged to receive their education within the UTM organization. In spite of all their education and the.fear instilled by their political officers, a great many of the soldiers are against Communism and would be ready to desert to the West if they were not afraid that their families would be deported. 13. The officers' uniforms are of khaki gabardine and those of the soldiers and noncommissioned officers are of coarse cloth of the same color. The color of the collar labels of border guard uniforms is light green with a white thread around the edge and bears the letters "tit" made-of a white metal. These color labels are of a rectangular shape and are placed vertically on the collar of the jacket. The troops have two uniforms: one field and one dress. During the winter the soldiers wear padded coats and trousers of a Soviet type and fur caps with peaks identical to those of the Soviet soldier. 14. The command. of the Security Troops is as follows a. Headquarters: Bucharest Commander: Lt. General Gheorghe Pintilie,, not a career officer; was a railroad worker. b. Instruction centers: Brad (80 kms east of Arad), in the barracks of the former 10 Vanatori de Munte Battalion and in Oradea. 15. The security battalions include the following: Locations; at Stalin (Brasov), in German type wooden barracks near the Sovromtractor formerly Rumanian. Aeronautical. Industries (IAR) factories, b. Orastie -a Craiova. - in the Suceava re ion Dragasaa:ai in the barracks of the former 92 Infantry Regiment. two battalions in the barracks of the former artillery in the Valcea region, g - L6 Infantry Regiment. the Baia Mare region. the recently built barracks Dealul Crucii (At the Cross Ghenci Battalion and Pantelimon Battalion. the Bihor region. Oravita - an armored security battalion. Targul Mures, one security battalion with type. Sibiu, Bacau, Cluj, and Constanta, in in La Bucharest Oradea - in Timisoara. Tasnad Resit,a - Complements Hill). place called small tanks of the Renault Each battalion has a complement of 800 soldiers. The soldiers are recruited from the laboring class, and are especially selected from among those most devoted to the Communist Party. OFFICIALS ONLY very well paid, The missions of the battalions are: combating partisans; suppressing strikes - should any occur; reprisals against persons dissatisfied with government actions such as collections (cpnfiscation of egricultural products) or forced labor program. Soviet mortars of 60 mm and 81.4 mm, Generally these battalions are motorized, being supplied with Skoda, .Zis and Tatra cars. 16. The command of the Firemen is as follows: a, Headquarters: Bucharest - Barracks located on Elie Radu Street . at the corner of Splaiul Independentei (Independence Boulevard). b. The training centers are located at: Bucharest: the barracks of the central post are at Elie Radu Street at the corner of Splaiul Independentei. Stalin (Brasov): Sfantu Petru (St. Peter) Road, east of the rail- road yards. c. The firemen groups are distributed as follows-. Bucharest: Four companies of firemen: Central, Obor, Radu-Voda and Independenta (formerly Ferdinand) Stalin (Brasov), Cluj, Timisoara, Craiova, Iasi, Bacau, Galati, Focsani, Constanta, Arad. In the other cities (former district capitals) there are only fire- men companies. The firemangs uniform is a khaki color, with red collar labels with a black border around the edges. TROL - U. S.
