1. In Bulky' 1951 the Chinese Communist Party began its periodic examination of Party mem-
bers. This examination was first restricted to certain specified locations, which
would serve as models for examination of Party members on a more extensive basis.
The areas in which this examination was first conducted included the Municipal
Committees for Peiping, Shanghai, Chungking, Anshan (122-57, 11-01), and Sian
(108-31, 31-16); the Regional Committees for Tientsin, Yunch'e (110-51, 35-06),
Huangch'uan (115-09, 32-12),,Ningtu (115-50, 26-22), Imeng (771'; ), Chinhua
(119-39, 29-07), and Kueiyang (106-13, 26-35); and the Municipal Committees for
Urumchi (87-35, 13-18), Changsha, Liaoyang (123-12, L1-16), Foochow, and Kunming.
2. Preliminary statistics based on examination of Party members in the above areas
show that 12,500 Party members have not reached the eight standards set by Party
authorities. This is about 0.71 percent of the total Party membership in China
(6,000,000 Party members according to statistics compiled in December 1951). If
Party members in military formations and in overseas areas are excepted, these.
12,500 represent 0.91 percent of the Party members in regional organizations
(1,900,000 according to the December 1951 statistics). However, members in the
above areas consist of only 5 percent of the total number of Party members. In
addition to the 12,500 Party members who would not meet the established standards
for membership, this examination revealed 1,317 separate cases of corrupt, ineffi-
cient, disloyal (i.e. persons providing cover for anti-revohutionary elements) and
other similar activities involving 1,650 Party members.
3, The Central Party authorities have issued the following instructions based upon
conditions revealed by examination of Party members in these areas. These instruc-
tions are summarized as follows:

a. Preliminary reports of examination of Party members in the areas indicate
that an average of 20 percent failed to meet standards specified by the Party
for membership. Two percent of the Party members were expelled, thus
becoming. enemies of the Party. This situation cannot be disregarded and
must be corrected rapidly*
b. The areas in which examination of Party members has already been carried out
must establish short-term political training classes of at least two weeks'
duration for Party members who did not meet the required standards*
co Party members who undergo such training must then submit to a re-examination;
those who still fail to meet the established standards will be expelled from
the Party.
d. Party members who have committed illegal acts must be thoroughly reformed and
cleansed of their crimes, irrespective of their seniority in the Party. In
cases of summary convictions, recommendations should be made to the'legal
authorities for appropriate action under the laws of the Government.
