South China Area is respo sib e for supplying the factory with explosives,
t'an t'i chu t'ieh and copper parts.
1. The Central and South China Military Area Naval Command has established a
factory to manufacture mines near the site of the old fort at Shanghhag tagg
(113-241,-22--44) and Hsiah aig (113_,36, 22-) 6) in the vicinity of Bocca
Tigris. Complete installation of the factory was completed by the end of
September. 1951, but pr,oductiori was not expected to begin officially until
two months later. Ithing has been manufactured yet.
2. All technical personnel at this factory while it was. under construction
were from the former staff of the, Nationalist Naval Department. The Central
and South. China Military Area Naval Department sent 5 Soviet technical
officers to the factory in . August 1951. They will be responsible', for
technical supervision of the manufacture of mines and magnetic detonators.
In early November the factory had a staff of about 300-persons.
3. The work of the factory is divided into three major departments; factory
administration,manufacturing,"and installation. The manufacturing depart-
ment produces chiefly mines,. Eases made of hsiao suan VfI t7 )land lei hung
