As of 26 November 1951, the East China Military Area Command had.instructed
all coastal. defense units, air defense units and public security units in
coastal areas to take strict precautionary measures, after receiving informa-
tion that intelligence agents of Chinese nationality, trained by the "Taiwan
Chinese-American Unit of UN Headquarters in Japan" (sic), would attempt to
infiltrate into important coastal areas of East China by air and by sea with
the intentions of destroying military equipment and reconnoitering military
activities. The main points of this instruction were as follows:
a. With the help of Nationalist remnants, the American imperialists have
trained large numbers of intelligence agents who will secretly infiltrate
into our territory by sea and by air in order to steal military secrets
from us and to destroy reconstruction enterprises of our Peoplefs New
China.
b. To meet this serious situation, the East China Military Area issues this
special instruction for coastal defense units, air defense units and public
security units to struggle to protect the fruits of victory from our
People's Revolution, to consolidate the national defense and to establish
a strict guard against infiltration of anti-revolutionary intelligence
agents into Communist China.
c. The administrative village (At ) and town (44 ) will be the unit
responsible for establishing a unified coastal defense, joint defense
meetings must be held at fixed intervals to study the problems and to
take necessary action in strengthening coastal defenses.
d. People's information networks must be established and reconnaissance
activities in coastal areas must be intensified.
e. Security defense committees must be formed by the coastal fishermen and
salt workers.
f. Coastal patrol teams and hill region inspection teams must be established
in various coastal areas; these teams will be placed under unified control
in order to assist military units in their coastal defense duties.

g. The security defense committees must establish faoe..aheck team in
all coastal cities and villages; these teams will immediately report
to security organizations whenever they observe strangers in the area.
h. Air raid sentries in various places will be reinforced and the people
will be encouraged to organise small anti-air raid service teams.
