The Supply and Service Command (SSC) of the Revolutionary Military Council (RMC) contains a separate office for Soviet advisers to which seven Soviet advisers are assigned at, present. In addition, subordinate units of this SSC also have their own offices for Soviet advisersf containing two or three advisers in each office. These offices have been established only in the SSC of the various field armies and military areas;. SSC of army groups and lower, and of military districts do not have Soviet advisers. 2. The number of Soviet advisers now assigned to SSC of the field armies and the major military areas is as follows: a. Northeast China Military Area 3 Soviet advisers b. North China Military Area 2 Soviet advisers Northwest China Military Area 3 Soviet advisers I Field Army (FA) d. Southwest China Military Area 2 Soviet advisers 2 FA e. East China Military Area 3 Soviet advisers 3 FA f. Central and South China Military Area 3 Soviet advisers 4 FA 3o These Soviet advisers are responsible for holding and allocating materiel sent from the USSR to aid the Chinese Communist Army. They also make frequent recommendations on such problems as: Chinese Communist military supplies (food and clothing); weapons (arms and ammunition); transportation (vehicles and materiel); medical matters (medicine, drugs and instruments); fuel; and administration of quarters (errection and repair of barracks). They have never questioned any activities of the political or finance departments. Although it is not clearly stated in this report, the format of the original text indicates that a single SSC, sbb'6odinate to the'SSC of the Revolutionary Military Council's SSC is the responsible supply organization for both a field army and a major military area (see paragraph 2 c, d, e, and f above).
