(LISTED BELOW) SUPPLEMENT TO REPORT NO. L/ 1. One of the cornerstones of the Communist plan for Chinese heavy industry is the Shih Ching Shan ( , W ) Metal Works near Peiping. The plant,, which fell intact into Communist hands when FU Tsoi 1s troops defected, consists of an electricity generating plant and a manganese smelting factory. The labor force of 3,000 comprises mainly convicts, persons sentenced to hard labor, and Nationalist POW's. 2. The generators have a maximum daily output of 2,000,000 watts. Since the recent installation of more machinery from the US,~ft..And from the Ttaiyuan Electricity Plant, they produce enough curre t 'to supply not only Peiping and Tungehow, but also the following districts: Tsingho, Nankow, Hsiahuayuan (115-15, 40-28), Hsuanhua (115-01, 40-37), Ohangehiaktou (114-55, 40-50), Changhsintien (114-18, 32-19) Railway Repair Shop, Paoting (115-29s 38-52), and Kaopeitien (115-51, 39-20). 3. Since March 1950, a mixture of coke and Tate has been used and rest special dust fuel. There are stockpiles of Kai an coal for 65 days and of one other fuel for 43 days. has reduced the amount of fuel required to pr rte one unit of current from 1.37 kg, to 0,99 kg. The Metal Works uses 30 tons of manganese ore a day.
