C-3 I. In early November the East China Navy, with headquarters at Shanghai, had
100 vessels, including LO newly-built small gunboats, stationed in the
Shanghai area; and 100 vessels, including the former Nationalist gunboats
CHANG CHIN and T"AI SHAN ( .a.L+ ), stationed in the Choushan Islands
area.
2. On 10 December the Soviet naval authorities at Vladivostok turned over to
the Chinese Communists one destroyer which they had acquired from Japan and
renamed HSIN4 KUANG (& `j ), four gunboats which had been converted from
3j,000-ton merchant ships,'12 gunboats which had been converted from 500-ton
merchant ships, and 18 Japanese landing craft. On 17 and 18 Dec tuber, these
sailed from Vladivostok under the command of P1 0 Chao-Hsiang ( '
who had gone to Vladly stok to receive them for the Chinese Commuh

3. On 1 January 300 students were graduated from the Canton Naval Technicians
Camp. Of these, 80 were assigned to naval bases at 17hampoa, Kwangtung, and
Yulin, Hainan. The remainder will be assigned to naval bases in the East
China Military Area.
