1. On 20 Qetober 1951 KAO Kang, Lihof (~J ~' ~~) ~ Sinkov(~ ~~ ), and 47 other
+3oviet advisors left Peiping for Canton to attend a meeting of military and
political leaders.l In addition to a discussion of aid to the. Democratic
Republic of Viet~arri, Kwangtung defenses, and the return of Hong Kong and
Macao to China, it was decided to establish ,ar~~l,International Communist Vol-
unteer Headquarters at Nanning and Shench~uan (11~-08, 22-32) when the need
arises.
2. A, meeting at Canton on ?/,,. October 1951,2 attended by Y~;H Chien-ying, NA.O
1S.ang, and about 4O other o~'ficials, was an annual meeting at which military
and political problems weee:discussed, including Hon~f,Kong and Macao. After
the meeting, Soviet advisor 5hih-wu-fu-ti ~ _~ ~.
