On 2 December 1951 the Kwangtung Military District Command received Secret Order Number 2814 from the Central and South China Mili'%.rry Affairs Commission (sic). The order contained the following two points: a. Twenty thousand troops were to be transferred from troop units in Kwangtung the Aid Democratic Republic of Vietnam (DRV) Volunteers. b. The Kwangtung Provincial Government was authorized to use recently recruited militiamen to replace troops transferred into Aid DRV Volun- teers. From 5 to 10 December rail traffic on the Laipin-Chennankuan railway increased. T th e moving in and about the area which was restricted and under the guard of Chinese Communist troops. w 0 ousand, one hundred 50-gallon drums of gasoline arrived at Nanning and were stored at the Nanning Airfield. Six hundred tons of grain, 1,200 boxes of rifle ammunition with 500 rounds per box, and a quantity of tents and uniforms were shipped from Nanning to P'inghsiang (106-44, 22-06).l As of 6 December a military supply station had been established at Talien- chleng (k 4)4), the wooded area north of P';!nghsiang, by the Nanning Aid DRV Command. From 5 to 7 December headquarters personnel and two regiments of the 14 Division (sic) arrived in Nanning by rail from Liuchou (109-16, 24-18). Later these troops left for Lungchou (106-56, 22..22) via Mingchiang (107-11, 22-09). A regiment previously had been transferred 'to Lungchou to assist local authorities in the autumn tax collections On 8 and 9 December one regiment of the 139 Division, 47 Army, arrived in Nanning via the Laipin-Chennankuan railway.3 On arrival it was stationed in the Chenpeich'iao (`' 3b , )area crest of Nanning. Headquarters personnel and two other regime s were scheduled to arrive in Nanning soon and then be transferred to the Kwangsi-Kwangtung-Indochina border area. 7. On 12 December the 1 Artillery Regiment of the It Field Army, commanded by WU I-ming ( k, t e1 ), was transferred from Swatow to Kwangsi. Garrison duties in the Swatow area were tan over by the 1 Artillery Regiment,of the Central and South China Military Area, commanded by LIN Wei-yen (,,'fA ~ ). On 14 December this regiment arrived in Canton from Hankow by train, obtained supplies, and moved to Swatow with 7 cannon, 34 flat trajectory guns, 26 autos and 60 horses, 8. On 15 December the South China chapter of the Sino-Soviet Friendship Associ- ation ordered its 300,000 members to write at least one comfort letter to Chinese Communist troops in China, Chinese Communist volunteers in Korea, and Soviet personnel in China (sic). This letter writing movement was to be extended to schools and public organizations. 9. On 11 December a meeting was held in Canton between HUANG Yung-sheng (c and Soviet adviser T' e-la-ha-ko-fu (41 tt~ ilw,` . i ) (? Teregov) at ch the following decisions were reached: : a. To organize the ten Kwangtung public security divisions and six replace- ment divisions into ten regular divisions to be trained by Soviet advisers. b. To turn over artillery of public security and replacement divisions to naval defense artillery corps. 10. On 25 November the Pearl River Military Sub-District conscripted 200 young men, 100 public security troops, and 15 automobile drivers and sent all to Canton as replacements for units of the It Field Army which suffered casualties in the Korean war. Ile As of early December, 1,500 recruits from the Kwangtung 6 Military Sub-District and 1,600 recruits from the East River Military Sub-District were assembled at Shihp'ai (113-20, 23-07) and P'anyu (113-26, 23-01) to be trained as replacements for regular units of the 4 Field Army in Korea. 12. On 2 December, 58 Japanese prisoner of war artillery experts led by ITASADA Ichiro (, Af ) arrived in Swatow from Flankow with ten large boxes of artillery eqpment. Some of this group was sent to Kuanfou (116-28, 23-26), Shench'uanchiang(116- , 22- ) and Shanwei (115-22, 22-47) to train Chinese Communist artillery troops. Some were sent as instructors to the temporary gunnery training school at Ch*aoyanghsien (116-?35, 23-17). 13. On 29 November, 8 Chinese Communist officers of the Kwangtung Military District Command and 3 Soviet advisers arrived in !, honch'usai (]1tt.'O8, 22-3?) t', aur.,rA.,. the area for the construction of 30 pillboxes. On 3 December this group inspected the Sino-Macao border. l1, In early December a large number of civilian laborers were conscripted in the Wanshan Islands to construct pillboxes 100 yards apart all around Tawanshan., Each pillbox will hold 20 men. 15. As of mid-December the Kwangtung 12 Public Security Division,. commanded by YUAN Hai-t'ien. ( ) and with a strength of 5,000 men, was in charge of guerrilla supprespion in the Paoan-Tsengch'eng (113-19, 23-16) area.
