In early October 1951, Ljubo Kovacevic, Counsellor and Charge d?Affaires ad interim of the Yugoslav Legation in Beirut, went to Damascus, Syria, for the purpose of interviewing several Albanian refugees Among them was an Albanian who= source identified as Lt. Col, Mulyi,-- "chief of a tribe." 20 During the interview Kovacevic proposed the formation of a committee to aid in combatting the Communist regime of Enver Hoaehao The committee would have the full political and financial backing of the Yugoslav' Government. Its task would be to lead guerrillas from Yugoslav territory into Albania. The refugees were also told that after the fall of the present regime in Albania, the committee would take an active part in the formation of a pro-Tito Albanian republic, 3.
