1. In early August,. about 110 Chinese and 10 Soviet technicians arrived at
Chtongjin High Frequency (Ko Ju Pa) Steel Plants, also known as K"i Chaek
Iron Works.l Reconstruction in this plant began May 1951 and is expected
to be completed by the and of December. This now plant is partly underground
and uses machinery assembled from various areas. In August, the plant was
producing rails and unidentified large items of machinery; in September, it
began production of munitions and doing repair work on tanks and guns. In
September, the finished tanks and guns were stored in underground shelters on
the west slopes of a mountain near the village of Mokha-rip north of Chongjin.
2. On 1 October, production began at Wonsan Iron-clad (sic) Shipyard, which is
it kilometers north of 1Ionsan and 1 1/2 kilometers east of the railroad
connecting Wonsan with Togcron (127-23, 39-10) (CU-6036). The plant is built
in the form of a crescent in a series of about 20 shelters each about 30 meters
Won-,, 20 meters wide, 8 meters high, and sunk in the earth it feet with sand-
bagged walls and a coal tar-covered tin roof. There are 500 skilled workers
in the plant under Soviet supervisors. The plant area is heavily guarded by
Caucasian troops and encircled by a wire fences, and workers entering and
leaving the plant are strictly checked. The exact type of boat being built is
unknown but the residents say that it is a high speed torpedo boat.
3. On 15 Octobers, the Kowon Shipyard at Choyang-ni (127-21, 39-28) (CUw5669)
began construction of 5 craft, specifications unknown, but believed similar
to the Wonsan Shipyard. This shipyard has 3 buildings, 1 tin-roofed and others
grass roofed? and houses 300 workers who include 50 technicians and 200
carpenters.
