REPORT NO. 1, President Quirino and his brother, Antonio, are now of the opinion that the.period of their political influence in the Philippines is coming to an end. As a result of this conclusion, they are proceeding on the as- sumption that after the 1953 Philippine elections,'they will not retain the same influence which they now possess. 2. Because of this estimate of the political future of President Quirino and himself,, Antonio Quirino is now actively seeking to participate in any large financial transactions which involve potentially large profits, and which may require the use of powerful political influence for their success. Both the President and Antonio intend to accumulate as much financial security as possible during the remaining period of Elpidiota to ure as President. 25X1A Comment: This information appears to have been received after the final results of the November 1951 elections were made known. Reports from various sources previously have indicated that the scope and range of financial interests of Antonio Quirino are tremendous.
