On 17 October 1951, in accordance with direct orders from the People's Revolution- ax?y Military Council, a Scientific Research Office was established under the direct control of the East China Military Area (ECMA). This Scientific Research Office, headed by a director, a deputy director, and a political commissar, was organized into the following diviins: a. Meteorological Research: research primarily on military meteorology. b. Chemical Research: research primarily on defensive measures against poison gas, c. Electronics Research: radio, radar, and electrical communications research. d. Ordnance Research: research on the nature, manufacture, and improvement of light and heavy weapons. e. Miscellaneous Research: research on all other scientific matters connected with national defense. 2. The three major functions of the Scientific Research Office are: a. To improve-field army cadre understanding of scientific matters connected with national defense. b. To contribute to the plans of Chinese Communist Army Headquarters for building up the army, and to help modernize ECMA troops. c. To advise military installations, such as meteorological,.institutes; radar stations; ordnance departments and schools; and communications departments and schools. 3. The Scientific Research Office appointed 56 research fellows, 30 of whom were given full-time assignments to the Office.
