Pe Nen-Zal, ( ) Village angchteng (122.32, 37-22) Haien is about
_Itilzeieterit/nOrth-of Pilitao,(122035, 3643) and 100 kilometers east of
- 0. The village has no electrigity; however, the lighthouse on the point
the peninsula is run by electricity. There are about 0O people in the
village, mostly fishermen, who go to Dairen once a year tie obtain supplies.
There is a horse cart bus which runs along a 12-foot wide road to the main
highway kiloeeters west. The in highway is about 24 feet wide and made
of dirt, The village,,is about 15 miles from the coast and uses the bay of

2. The village bas a security force, of 15 men arms* with five or six Japanese
rifles and a number of hand grenades. The police station has seven men armed
with rifles pistols, and grenades. The police are in touch with Shihtae,
Welhaiwei, :nd the lighthouse by telephone. TWO or three times a month two
50eton motor boats from the Chinese Communist coast guard land at Lung Teu
Toe, The crew is armed with rifles ani pistols. The boats run from Shihtao
to Chifoo. The speed. of the boats is 11 knots. Cargo and passenger boats need
a 41u piu tzun ( 4,,;-rj;,; ) for the clearance of cargo and passengers. The
lu,ptu tzu is given to police or customs officials, who return it when the
440 leaves.
3. Since the Chinese Communists entered Po Nan Yai, all illiterates between 18
and 40 Years of age have been forced to go to school.. The people muct pay
15 kilos of corn to attend She school which is 400 yards east of the village
and hap about 500 stedeeta. All religious activity in the village has been
steeped. The Communist* set up a cooperative to which all the people ;eye
clo, of they receive a book which permits them to buy food at set prices.
These pr ces are generally ten: percent Cheaper than the market prices,

they Can obtain the best prices. Scarce and high-priced commodities are
fertilizer, =IMP 168,000 per bale kerosene, JMP 23,000 per five-gallon can;
