1. In February 1950 the Ministry of Railways established the Northwest Railway
Engineering Administration to construct railways in Northwest China. YEN
Kl uei yao (f jj 4* ), Chief of Staff of the 1 Field Army, was appointed
director; however, Yom' has been P'ENG Te-huai's Chief of Staff in Korea since
February 1951. WANG Shih-t' ai ( , . , ), Political Commissar of the 2 Army
Group and Vice Chairman of the Kansu People's Government, was appointed
director in July 1951.
2. The construction of the Paochi (106-58, 34L l6)-T' ienshui (105--28,. 3h-36)
railroad which was begun in March 1950 has been completed-1 However,
traffic has been suspended because of coliapseci roaaoeas ana Lacic of roa..L:Lng
stock.
3. The T'ienshui Lanchou railroad is 376 km long. The route has been changed
several times because of the poor roadbed between T'ienshui and ?iuachialing
( ' '9 4 t) . The route now runs from T' ienshui via Kanku (105-07, 34-46)2
Wushan (lots--tttt, 34-43), Lunghsi (104-30, 35-01), Tinghsi (104-26, 35.35), and
Yuchung (104-oi, 35-53) to Lanchou. The 1 Railway Engineering Corps, a
division of the 2 Army Group, and 10,000 laborers hav completed the rail
laying between T'ienshui and Nanhoch'uan (s~ Rail laying between
Nanhoch'uan and Kansu will be completed by the end of 1951. The entire line
will be ready for operation by June 1953.-
4. The survey of the T'ienshui-Ch'engtu railroad was begun in January 1951, and

een completed. The survey is being performed by
the 2 Survey Corps of the Ministry of Railways.
Survey work on the Paot'ou (110.-03, 40-36) Yinch'uan (106-19, 38-28) railroad
ha-. been completed. Since August a survey corps of the Ministry of Railways
and the 3 Survey Corps have been working on the Yinch'uan-Lanchou railroad.
Survey work on this line is planned for completion within six months.
6. Two survey corps of the China Construction Company are working on the Lanchou--
Yumen (97-13, 40-15) section of the Kansu-Sinkiang Railroad. Survey on this
line will be completed by June 1952.
