Formerly employed at this: inistry was Stefan 2 rgulius, a Jewish attorney now in Israel. Mar us was in the planning section.of the Ministry until June 1951. 2. The Ministry received orders for varnishes, paints and other chemicals calling for between 600 and 700 tons of materials to be supplied quarterly. y 70 per cent of these orders were filled because of a.lack of materials. A certain General Florescu was in charge of a committee which approved orders for chemical products. Priority was given to orders for use in shipbuilding, electrification projects, and bridge building.' 3. Vite lead paint was principally in demand and consequently the main shortage was in this item. Nut +rous pigments for paints were imported. 4. Zinc oxide was exported to the Soviets at the rate of 50 tons quarterly.. Informant states that the lead paint shortage was due principally to shortage,in lead ore. Fourteen tons. of white paint, between 60 and 70 tons of lead paint.(in 50 different shades and colors) were supplied to the Ministry of Armed Forces during the first quarter of 1951. 6. Since January 1951' a shortage of wood has brought on shortage of copy paper and paper bags. Copy paper was being used for the covering of certain parts of shells" made for the_Army. Cardboard was used for packing munitions. 7. The shortage of paper was compelling use of old beer barrels for shipments of chemicals. 8. Paper factories were in Busteni, Zernesti and Piatra Neamt; the latter had been renamed Comuna Din Paris. 9. A certain Manoliu was the person usually sent abroad by the Ministry to sign economic agreements.
