The Confederazione Generale Italian del Lavoro (OGIL; Italian General
Confdderation of Labor)has reportedly organized now syndical commissions
in Italian factories called Factory Syndics,]. Commissions (Commissions
Sindacali di Fabbrica),
20 These Commissions are the result of a project begun at the National
Congress of the CGIL held in Genoa in October 1949, Allegedly, these
Commissions would free the members of the Internal Commissions from
syndical tasks and permit them to carry out their duties as repreaentaa
tives of labors
3. The political inefficiency of the Internal Commissions was brought up
at the VII National Congress of the Italian Communist Party. Pietro
Secchia and Giuseppe di Vittorio particularly suggested the necessity
for a better politicsl organization among the workmen, Their first
efforts, however,, had little success and were the subject of much dis-
cussion and study The reorganization was planned for the 5, 6, and
7 October meeting in Milan of several members of the CGIL secretariat
and the Chamber of Labor of northern Italy,
5, the Commissions' have been almost unheard of in central and sout1ie'ra
Italy and reportedly have not been very effective in northern Italy,

a. Sabotage of war production;
b. Industrial espionage consisting of information on;
(1.) Production for Atlantic defense;
(2) Sufficiency of the plants; and
(3) Destination of the product, at cetera,

portance that are used by the Italian Government for war production,
