A., In June 1951 the Chinese Communists established an Institute for National
Minorities in Peiping and an Institute for Minorities in the Southwest in
Ohgengtu. for the purpose or securing firmer controls over border minorities
and using them to expand Commnnism in neighboring countries.
2 The institute in Peiping opened on 11 June. Its president is LI Wei-han,,
eheirman of the central government ns Commission of the Affairs of National-
ities; and its vice-president is LIU (o-p'ing1 The first training cIase
of the institute consists of 261 students from twenty-five major tribe

polities of the Communist ParV. Other subjects included in the training coursn

tion, culture, and arts. The training period is one year. Hcwever those
who are sufficiently indoctrinated may be assigned duties prior to the com-
pletion of a year's study..
The institute in Ch'engtu opened on 1 June under the supervision of LI fling
ag),, a section chief of the Commission of the Affairs of Nationalltieo in
Peiping. The president of this institute is WANG Wei-chou (e0[4), chair-
men of the flinority Affairs Committee of the Southwest Palitaiy andAdRinistra-
tive Committee; and the vice-president is FUK'ang-hsuan ();( 4e, ),' Both
of these men have a thorough knowledge of minority affairs.' The Trst training
