In order to maintain the Chinese Communist Army for a long war and to
provide adequate manpower replacements, the Revolutionary ,,filitary Council
(RUC) has decided to expand the organization of local militia throughout
China, to provide a unified command structure for local militia units and to
give them a unified training program so that they may easily be converted
into army reserve units; In accordance with this decision the RMC drafted
an organization statute for the Workers and Peasants Militia which was approved
by the 84th meeting of the Government Administrative Council on 23 June 1961
and has been transmitted to the various major administrative and military
areas for implementation. Various articles of the statute are summarized as
follows&
as This Organization Statute for the Workers and Peasants Militia has been
promulgated in accordance with Article 23 of the Joint Program of the
People's Consultative Conference, which states that a system of non-
remunerative military service shall be enforced to maintain local order
and to area(" ? a foundation for national mobilization,
b, The creation of the Workers and Peasants Militia must be coordinated
with our present political tasks of resisting the United States,,
aiding Korea, and defending our oountryl a sense of responsibility
must be aroused among the workers and peasants so that they will join
the militia voluntarily,,
c;, All workers, poor peasants,, tenants,, middle-class farmers and handi-.
craft workers whose personal histories have been faultless, who have
shown enthusiasm, who are strong in physique and who are between 18
and 30 years of age may be organized into the Workers and Peasants
Militia,
