In order to maintain the Chinese Communist Army for a long war and to provide adequate manpower replacements, the Revolutionary ,,filitary Council (RUC) has decided to expand the organization of local militia throughout China, to provide a unified command structure for local militia units and to give them a unified training program so that they may easily be converted into army reserve units; In accordance with this decision the RMC drafted an organization statute for the Workers and Peasants Militia which was approved by the 84th meeting of the Government Administrative Council on 23 June 1961 and has been transmitted to the various major administrative and military areas for implementation.
