In mid-October the Peace Preservation Corps (PPC) on Taiwan engaged in an investigation of a large Communist ring on Taiwan composed mostly of Chinese from the mainland. PFC authorities suspect that the head of a section in the Nationalist Ministry of Interior is head of this net. They expect to arrest 600 members of the net soon. 2. By mid-October the FPC had arrested 400 Taiwanese members of a Communist net on Taiwan headed by TSsAI Hsiao--chaien ( 4 !j).l The PFC was expecting to arrest more Taiwanese members of this net, which was known by its members as the Taiwan Operations Committee. C-3 3. In mid-September HSIN Chih-wen former Nationalist Goverment official and a native of Manchuria, was being investigated by the FPC as a Communist suspect. Recent arrivals in Taiwan from Peiping have reported to the FFC that HSIN, who arrived in Taiwan from Peiping in early 1951, had a large limousine at his disposal in Peiping find that only persons in good standing with the Chinese Communist were permitted the use of such vehicles.
