i.. Prior to April 1950, TSE Chiao (ti ~~j) was one of the most. active
Chinese Comm ist agents in 21hnila. TSE apparently left, Manila, probably
during "Aril 1950, and his activities were not known until it was learned
recently that he is nnw in Singapore, where he was sent by ' the Chinese.
Communist Party.
2. While he was in Manila, TSE directed the activities of three Chinese
Communist agents from 323 Echague Street, Qgapo, above the quarters of
the feng Chang Liao Ch'i Tien ('I!2 = .r' ) business firm.
T$E met with his associates during absences of LU Shui-sung (jam
the firm's manager.
3.. The three persons who worked for., TSE prior to his departure from Manila
were:
a. WAN Yuan-ming ( I J iI ), 27, a native of Hsunwei ('4/ )
village, Chinaliang,.Fukien, who was formerly associated with the
clandestine circulation department of the Hua Chino Tao Pao
He is now employed as a clerk in the Heng
Chang Liao C VI Tien firm, and be resides on the premises.
b. LIN Ssu.-hai (, ,x%,gi ), 33, a native of Chirchiang, Fukien., who
is now employed as manager of the Lien Chang Liao Ch'i Tien. He
also resides on the firm's premises,, 363 Lchague street.

2. Comment. (November 1950) reported that the Chinese
ommu at organization in the Philippines published two newspapers
during the period of tile liberation. ine of these was the overseas
Chinese Monitor (Hula Chiao Tao Pao), probably also known as Chinese Guide.
