of a weekly newspaper of this Ministry to combat Communist doctr.bles, Arnaldo
I3landino r:ill be the director of this weekly newspaper, according to information
received. Guillermo Cajina, Humberto Gabuardi, end Agustin Loaisiga stated that
they have information that Somoza is preparing an offensive against the Communists
of two types: one based on a publicity campaign to be handled by the three
newspapers he controls, La Nueva Prensa, La Estrella and Novedades, and in addi-
tion the creation of a new ivo.?kers' newspaper; the other type to be direct action.
Informants state that the resort rendered by the government's investigative
tribunal in which it ra:.s redo mended that violent measures should not ':e taken
against the Communists was simply a trap to bring them out in the open.?I
Comment: As of the date of this report, the Nicaraguan Government has
taken no direct. action against the PSN as such, although it has suspended some

direct action being taken by the govern...ent, Lam of 1 November 195.1 carried
a story that the charters of the following organizations have been cancelled by
the Ministry of Labor: Sindicato de Zapateros, Sindicato de Trabajadores
Graficos, Sindicato de Carpinteros, Albaniles y Similares, Sindicato de Traba-
jadores de la Industria del Vestido, and the Sindicato de Trabajadores Domesticos;
the Federation de Trabajadores de Managua also had its charter cancelled.

Congress which is expected to be held in January 1952. The syndicates which
were invited to the session were those of,Ticomo and Crucero, the Zapateros,
Carpinteros de Bancos y Similares, Carpinteros Albaniles y Similares, Picapeds
reros, Domesticos, Industrial del Vestido, Electricistas y Fontaneros, Cines y
Teatros, Licoreros, Choferes, Carreteras, Graficos, and fraternal delegations
from "asaya, Granada, Leon, 'Watagalpa, Jinotega, Esteli, Corinto, and Chontales.
4. PSN leaders still hope to reinstate the five expelled leaders of the CGT and
if they cannot, they :,ope to make martyrs of them. The Sindicato de.Zapateros,
a PSNNcontroll.ed syndicate, expelled Orlando Morales, secretary general of the
Zapateros, for nc:t defending the five expelled leaders. However, when the syn-
dicate advised the Ministry of Labor of the change, the Ministry refused to
recognize it and advised the Zapateros that Morales would continue to act
whether they liked it or not. Since that time, Morales and the PSN leaders
have composed their differences.

the PSN succeeded in raising the :loney. A high army official advised source
that the government is going to prohibit the publication of the weekly.
6. Source advises that Manuel Perez Estrada, currently regarded as the active leader
of the PSN, stated that the government would not be able to interfere effectively
with the PSN, and that actually the investigation made by the government re-
sulted in an increase in membership for the PSN, as the misery among the poor
still exists, and the publicity ^~iven to the investigation helped the P:SN.
Perez stated that the most that would result is that the PSN would have to op-
erate clandestinely.
7. President Anastacio Somoza has ordered Ra:r.iro Sacasa Guerrero, ?.?inister of Labor,
