(LISTED BELOW) SUPPLEMENT TO REPORT NO. 25X1X , to The recent discharges of skilled and other personnel in the oil industry, especially in the Ploesti area of Rumania is not ascribed to economic measures or to measuree against sabotage, but to a plan which provides for the replacement of the Rumanian personnel by Soviets, who will be sent there for this purpose from the Soviet Union. 2. Ivan Visinsky, a Soviet engineer, is the director of the large refineries at Vega and is reportedly responsible for working out this plan. 3. Such Soviet experts9'especially in top-ranking jobea have been holding important positions in the 6ovrompetrol Company oil enterprises. 4. The skilled workers of the oil areas receive 40 lei per hour. 5. In many cases the workers express dissatisfaction concerning working conditions and wages. Consequently, the Militia have the laborers under constant observation. 6. Three shifts work day and night in the oil industry throughout Rumania.
