The Ministry of Electricity was created about the beginning of 1950,
resulting out of the development of the following institutions:
1. The Electrotechnical Office (see below) which was in charge of all
electrotechnical factories which up to that time had been nation-
alized.
2. The Electrotechnical Head Office (Centrala Electrotechnica) a
larger organization which was built up out of the Electrotechniea].
Office (15) when the number of nationalized factories increased to
ten.

B. Organization and Location of the Ministry of Electricity
1. Minister : See appendix.
2. Personnel : 1,800, including technicians, officials and clerk.
3. Location : Boulevard Magheru No. 33, Bucharest.
4. There exists a certain number of Managements; every Management has
under its jurisdiction a certain number of offices. Source does
not know the number, tasks or names of the various Managements and
respective offices; recalls only the following details:

This office carries out the tasks of two former institutions 2
namely the Electrotechnical office and the Electrotechx:ica3. Head
Office. Like these two old institutions, the Planning Office
looks after them tip ut, supply of provisions,, the production
and the control of the electrotechnica3.. factories, which are
dependent upon the 1t nistry of Electricity.

Personnel : 26 (including the Head of the office).
Technical personnel :. The technical personnel is composed mainly
of engineers, everyone of whom directly supervises- and is in
charge of one or more electrotechnical factories dependent upon
the i??inistry. Their tasks are as follows:
They are doing proper offico work, executing all ki:ids. of
designs, plans.and . estimates for their factories-, =ass well
as tedhnical.work In connection with tools and supply of
provisions - (therefore they are responsible for replying
to the correspondence received by the office from its
factories, which Is handed to them by the Head of their
office).
Every fortnight or every month they have to proceed on a
tour of Inspection of their factories.
The Secretary of the Planning Off ice: The Secretary does not act
as private secretary of the Head of Office, her duties being
administrative work w,dihia the office. She receives the incoming
cor9'espondence from the Regis and hands: it over to the Head
of Office without opening it. (All mail is opened by the Head
of Office, who passes it on directly to the engineers in charge
of the factories, attaching his remarks regarding replies to be
sent.)

Source could give no names but mentioned a few Institutions which
entertained relations with the Planning Office . They were:

II. Electro chnica,,,i Factories
A. Gener
There exist sixteen such factories. Source has never visited any of them.
In order to visit any of the factories a special permit is required, and
the only people in possession of such permits are the engineers in charge.
Source has very little knowledge of the names and locations of these
factories, their stock of tools, the number of employees, their capacity
and the destination of the goods produced there.
B. Information R d -g the Factories
1. Dinamo factory. Location Bucharest. Engineers in charges see appendix,
This is the most important of. the factories dependent upon the Planning
Office, It produces electrometers as well as motors for aeroplanes.
Its first and foremost aim is. to supply the various factories attached
to the 'Ministry of FlectricityQ After their demands have been. satisfied
the industries of other ministries are supplied.
2. Electro Puterc factory (Electric Power). Location: Craiova. Engineer
in charge: see appendix. Manager: see appendix.
3. Electro Motor factory.
Electro Banat factory.
Both of these factories (paragraphs TI. Bd3 and 'II. B.4) are located
in Timisoara. Engineer in charge: see appendix, Like the two afore-
mentioned factories, they also produce electromotors. Both these
factories were from the beginning placed under the authority of the,
Ministry, and they assisted in providing otherwith supplies.
Electrc: -nica factory. Location: Bucharest. Engineers in urges
the same as for the Dinamo factory.
This factory produces bulbs, commutators, wall-sockets and tubes.
b. Radio Popular. factory. Location: Bucharest. Engineers in charge:
the same as for the Dinamo factory.
Production: wireless sets, which are called Radio Popular Philips.

Difficulties are being encountered in the manufact of big
electromotors.
3. There exists a lack of materials (materials are distributed by the
CSP..the State Planning Cowl salon, but the situation is unsatisfactory)
