As reported in Will on 19 October 1951 the pro .Cominform Communist Party of Trieste reportedly received orders from Rom to eeaee support of the policy advocating the application of the Italian Peace Treaty to the Free Territory of Trieste. The Party was allegedly instructed to advocate the return of the Territory to Itra1y. In this connection it is noted that on 9 October 1951, Palmi.ro Togliatti, in a speech before the Italian Chamber of Deputies regardingA"the Tric*to question, ?nade tiro following statement: "I brought back a proposal for tiro L]ivialan of Trieste made by 1 rshm1 Tito ..... but we state clearly that cro could not accept that proposal." 2. Togliatti was referring to his meeting with Tito on 5 November 1946. His recent assertion appears to be in line with the alleged change in policy regrading Trieste and directly contrary to what he stated in 1946. This change of face is currently being exploited by anti-Co an . ist organizq~tionss inn widely distributed poster. Visa-Vie the Trieste Question Cots It is possible that the change in policy by the pro- brm Communist Party in Trieste outlined in parcgrcph 1 above my be a conclusion drawn from Togliatti's speech by anti--Coainfoii el enta in Trieste. It is difficu.t to believe that ouch a shift in policy would be handled by the Italian Commtmist Party leadership in such a tentative fashion as to permit a possible split between the Slovene Italian members of the pro-Cor4nfoxm Communist Party in Trieste.
