1. Although Uruguayan Communist Party leaders are preparing to hold the
Conference of Latin American Intellectuals in Montevideo, it is
apparent that they are uncertain where the congress actually '411 be
held. It is evident, however, that an attempt is being made to
decide where the least government interference to the conference will
be encountered in Latin America The current unfavorable attitudes
of the Chilean and Uruguayan governments toward having the congress
held in their respective countries have caused the date of the meeting
to fluctuate from. November 1951 to February 1952a*
2. kduardo Jiminez de Arechago, a well-known anti-Communist lawyer,
has been confidentially designated by the Uruguayan Government to
draw up a report which would give the government a basis for out-
Jawing the congress in Uruguay. Jiminez is known to be developing
the idea that the congress is one which is purely interested in
supporting the policies of Soviet Governat Communism and, therefore,
is a political congress which the Uruguayan Government can legally
forbid.
