THIS IS UNEVALUATED INFORMATION
1. In Rumania there seem to exist two independent dactylographic services,
one for the Army and one for civil cases. It appears that during the war
every citizen was requested to give his fingerprints, but since then
dactylography has been limited to criminal and political police cases.
2. The Army Dactylographic Service is divided and attached to the various
Army Corps, which correspond to the districts of Rumania. The extent of
the work is comparatively small, each section comprising not more than
four or five persons. Counterespionage is the main concern of this
Service.
3. The Civil Dactylographic Service belonged to the Ministry of Justice and,
until June or July 1.951, was located at Bucharest, ?alea Rahovei in the
Tribunal Building. At that time it was transferred to the Ministry of
Interior. It now belongs to the Militia and is located behind the former
Royal Palace. (For reasons for this move see paragraph 5 below.) It is
part of a de,artment called Cazier Judiciar, which might best be trans-
lated as "criminal registration o.fice,Iu In this office's files are
recorded fingerprints, photographs, life histories, etcetera. About 40
o.f'ficials are employed here, of which seven belong to the Dactylographic
Service,
The number of fingerprints recorded. in Cazier Judiciar is several millions.
The exact number is unknown however, in
Bucharest alone 900,000 prints are recorded. The fingerprints of the five
fingers of the right hand only are recorded. Prints are filed under 12
classifications,
5. The work of the Civil Dactylographic Service is divided into criminal,'
political, and other classes. The Service handles the orders of all
security organiz?,.tions, except the Army. Its main.work involves the
detection of Legionnaires and its recent transfer to the Militia (see
above) was effected because many officials, who could not be relied upon,
withIs1d the prints of relatives or friends? The Militia can exercise a
more severe control on its officials.

There are no business machines in-use by the Service, so that it takes
up to 2l hours to find a print. The only mechanical devices in use
are two German de "machine.," by the help of which a worker is able
to see all the five prints at the, same time on a certain ind*c card,
greatly enlarged.
