according; to ,. statement made -bout mid-Septernber 1951 by Joaquin .UIZ JIi7L EZ
Cortex, new Spanish Minister of i ducution. RUIZ JIL',FaaNEZ explained that the
Vatican ..ould agree to the esta,.blishment of the Concordat because the Spa-rash
Government was disposed to permit the establishment in Spain of a Free
Catholic University (Universid-d Catolica Libre.)
2. Luciano P'EREZ Platero, Archbishop of Burgos, ride a diametrically opposite
statement at about the seine tir..e. The Archbishop sa:,id there w4s no possibility
that the Vatici;,n would sign a Concorda.>.t with the FRaa.NCO government, because
Rome did not want to conclude such an agreement with an interim regime.
