1. In late September 1951 the Portuguese Government in Lisbon, at the behest of
the United%latioxas, instructed the Macao authorities that an embargo, effective
1 October 1951k, weak to be placed an the transportation of all military supplies
to Communist areas. Pedro Jose Lobo, head of the Repartioao Central dos
Servicos Eoonomioos, maintained that, inasmuch as no export licenses were
required in .aotao, it would be unnecessary to announce the embargo order, and
that the export business could continue.
