REPORT NO. 25X1A in which he replied to Mo3 otovq s speech in Warsaw on 22 July has been widely discussed in all political circles in Belgrade0 Tito ' s speech is most frequently commented on in these circles as follows : a4 Very harsh, with attacks directed against the Bolshevik regime in a form never before useda b0 An attack completely open and clear, appearing as a definite cessation of all relations, breaking the thread-like ideological ties which have linked until now the Yugoslav Communist Party to the CPSU0 After what Molotov said about the Yugoslav Communist Party in Warsaw, and after what Tito said about the USSR at Kozara,; no common ideals can exist between the two countries. Their ideologies should not have a common name, because each contends that the other is not Communist,, However, at Kozara Tito replied not only to Molotov, but to all those who believed that the Communist regime in Yugoslavia would permit the slow formation of a multiparty system in Yugoslavia. Tito showed his fist not only to Molotov, but also to his many friends in the west who re- cor,nended the creation of a multi-party system Tito has categorically reused to adopt this proposal and with all his strength continues to create a Communist country.
