It was reported on 7 September that during the previous four days there
had been noticeable political tension in Venezuela. The Army uncovered
a plot among nori-commissioned officers to turn the enlisted men against
their officers at garrisons in Maracaibo, 1";aracay, Valencia and Caracas.
The plot was reportedly sponsored by the Accion Deweratica. Approximately
twenty sergeants were arrested in Maracaibo,, and there was a simultaneous
roundup of opposition leaders, especially AD memberso Arrests in
Maracaibo were expected to reach 1000
The Government feels that the situation 3.s. under control.. The oil fields
are quiet,
