1, In early August the Shanghai Government established a training c -s of
politic a workers whose duties will be to control all elements which have
go n over to the Coaimaunista.. The membership consists of 340 persons vdno
are, connected with the Kuomintang Revolutionary Committee., the National
Democratic Reconstruction Association, the China Democratic League, and
the Chita San (Third of September) Society. The group of the Chiu San
Society is headed by IOU Te-h r ('i 41 ), who has been recruited for
a -fie months training period beginning 20 August.
2 In mid-August the United Front Department of the South Kiangsu area
established a class for political research to stabilize the political
thought of the members of political. parties which are cooperating with the,
Communists. A total. of 1400 members of various parties are attending at
t h e Sunan ( , . jj ) Public School. 7,11 T 9 ien?-ship, head of the s `hoof, is
also head of the research class.
3. After the summer census of 191 police units were assigned to every pao
(each pao consisting of 3.00 to 300 fatilias) in Shanghai to check families
and arrest those susoected of anti-Comrlunist activities. P. joint-.guaara ntee
system is being enforced, whereby all families in a street are penalized
for the failure of someone on the street to report airy suspicious person
a apearing in the street. Anyone moving to Shanghai is required to obtain
a clearance from the hsien or helang glaveaent of his native place before
