The Soviet Naval headquarters for the Black Sea has placed Famanian, Bulgarian, and Soviet liaison officers in all the naval units, subordinating them under the orders of the "Second Soviet Platooti" (sic, possibly squadron) of the ~vestern Black Sea region. 2. Many clashes and arguments have been observed among officers and crews of the Soviet Navy as well as among the Bulgarian and Rumanian navies, sometimes reaching the point where the entire crows of ships revolt. This has been reported as happening in Galati, Rumania, particularly because the Soviets regard /the Humnians as not having experience and consider them as cowardly sailors. The Soviets do, not treat the Rumanians according to their rank. 3. In order to verify the above, submitted a aritten order from the Odessa Naval Base signed 19 July 1951 which read as follows: O SECRET TO ALL N VaL UNITS, BASES, AND K2NA&NT GROUPS OF THE SSCOND NAV .L PLATOON Attention is called to all officers, noncommissioned officers, and crews of all units of the Second Platoon that in no instance will friction, for any reason whatsoever, with members of the war units of the Peoplecs Democracies of Rumania and Bulgaria be tolerated. Any attempt at the degradation of naval laws or of the prestige of members of the above allied war units will be regarded as a violation of the present order and will be severly punished. Officers and men of the Soviet Navy must act in accordance with the orders and laws which govern the friendship of the Soviet Union with the allies and friends of this country.
