1. In early July 1951 Soviet advisor Hua-kro-li-fu ( ' 't J'l ,. ) (?Valikov) and
20 Soviet engineers flow to Hainan from Hankow to direct the construction
of reinforced concrete defense worics and heavy artillery positions in Hainan.
The following areas are to be fortified:
a. ;astern Hainan: From Chinjou (114- , l)- )Harbor to Holo (110-26, 18-58).
b. Southern Hainan: From ingkojasui Harbor (108-42, 18-31) to Lingshui Harbor,
Lingshut (149-56, 18-35) District.
c. 4aestern Hainan: From Hsinyinw ( ) harbor, Linkao (109--43, 19--56)
District to Peili Harbor (10'-43,, 19-08).
d. Northern Hainan: P'uch'ien Harbor (110- , 20- ) to Linkao.
2. In late August every harbor in Hainan had one or two Soviet-made long range
coastal defense guns and modern anti-aircraft weapons. Harbors and other
possible Landing areas were protected by fortifications.
3. In late August elements of the Hainan Military District Command, organized
from troops of the Hainan Column, were disposed as followve: the 1 Regiment,
north Hainan; the 2 Regiment, west Hainan; the 3 Regiment, south Hainan; the
4 Regiment,, hest Hainan; the 5 Regiment and an independent battalion in
central Hainan.
