OF PAGES 1 25X1X on 28 June about 20 Soviet officers., ranking from major to general,, arrived at P'yonang via Sinuiju to act as advisers to the North Korean People's Security lyi rdstr',y,, This group was dispatched directly frun the Soviet army headquarters to act as a liaison groups relaying carders regarding policy to be followed by the Chinese Communist and North Korean forces in the military situation. The nature of their orders is unkncwr, The Soviets are members of the "Soviet Army Secret Special Approval Bureau?* 2. From 28 June to 4 July approximately 120,000 North Korean and Chinese Communist troop replacements moved from Sunchl on (125-,56, 39-25) through. Songchlon (126-13, 39-15) to Sinup (126&h7, 39-55)$where the troops were split up, proceeding to the Koksan (126-4o., 38-47) and Wonsan areas for disposition on the front lines. An undetermined number of North Korean and Chinese Ccermlunist troops were replaced on 4 and 5 July and began to move northward over the same routes from the Koksan area. Replacements were supplied Soviet rifles, new uniforms., Ja,..,anese'type leather and rubber shoes or Soviet hobnailed boots; they were accompanied by a large number of pack horses loaded with food and ammunithn. They appeared to be fresh and rested troops.
