1. Although recent press reports have revealed that iiajor General
Basilio Jose Valdes* would replace Brigadier General Alberto Ramos*
as Chief of the National Bureau of Investigation (NBI), President
hiirino in fact plans to place Valdes in 2&alacanan as his senior
intelligence advisor with vague and undefined authority over all
intelligence agencies. Valdee thus will be concurrently the Acting
Chief of the NBI until a satisfactory permanent Chief is found.-.
2, Valdes' NBI assignment is planned as a move to bolster the present
low prestige of the agency. However, the NBI will not be concerned
as an organization in the broad high level intelligence functions
assigned to Valdes.

# Comment. Major General Basilio Jose Valdes, former
Army Chief of Staff, has been in retirement.
Comment. Alberto Ramos, former Chief of the Philippine
Constanbulary (PC), assumed the duties of NBI Chief in January 1.951
following the death of Joacuin de Tavera. reported that 25X1A
the majority of the employees of the NBI were consiaering a mass
resignation because Ramos had appropriated files on several key
cases and would not permit his subordinates to have access to them,.
Ramos' retirement plans were announced recently.
~~ Cuirino's intentions are subject to change.
However, the foregoing plan appears to be credible since it is
characteristic of ('uirino. These arrangements may reflect a
desire on the part of ruirino to frustrate further extension
by Defense Secretary Ramon i;agsaysay of his power, althc:ugh
the relationship between Magsaysay and Valdes is not known..
