The pro'-Soviet group of the Chinese Communist leaders have made the following decisions: a. The political commissar of the 1 Arny* is to be in c xinand, with P'.Et Te-huai as his deputy. b. TEIUG Usiao--p' ing 4 * is to supplant LIU Poch' eng in cormiand of the 2 YF iel d ley c. JAO ahu-shih is to replace CH'EN I in corinand of the 3 Field Ater? d. LIN Piao is to return to rear areas to recruit replacements; he is to find 800,000 recruits from Central and South China within four months and organize and train them into 40 divisions. e. The 5 Field Array is to be temporarily commissioned,tirith HSU Hsiang -ch' ien (44, Kq ~J) as chief of staff. A 6 Field Arir ,under the com uici of NI741 Jung-chen? is to go to Korea .4 * 2. The Chinese Corw1unists have received the following; orders from. Stalin and the Soviet Government: LIN Piao is to be made deputy cormnander-3n-chief of the Chinese Leaunist Army. 3. b. Lembers of the Chinese Government who are not working toward international Communi,an are to be purged before the be nning of a world war? This order has resulted in the pro-Soviet group in the Chinese Government ordering all surrendered Uationalist troops and other troops not apa- thetic to them to be pent to Korea for extermination. Members of the pro- Soviet Group of the Chinese Goverment include LIP: Piao, LI Li-san, J10 Shu-shin, ofld Tier Iisiao .p'ing . These non are opposed by IIAO Tse-tung, TUPZ Pi-iiu, ,,'U Yu--char, HSU Hsiang-ch' ien, CIfU To, C111111 I, and LIU Poch' eng .
