Unidad Obrera, has revealed that the Communist-line material printed in
that publican^n is reaching San Salvador by way of Guatemala., Employees
of the International P.ailway of Central America (IRCA) have been acting
as -iessengers for the tra.nsportati-)n of this material. Since there are
few controls exercised at the border on railroad personnel, this method
is deemed much more secure than use of the regular mails.
The Confederacioan de Trabajadores de Guatemala (CTG), according to Pineda,
is directing the Communist-sponsored syndicalist movement thro,ghout all
of Central. America? At this stage of the campaign, emphasis is on thn
development of strong central organizations in each country, with the next
objective being the establishment of a Confederacion de Trabajadores
Centro Americanos (CTCA),. This entire program is controlled by the Cony
