At a session of the rartido Comunieta del Eceador ('CE)? in Quitc, on the
night of Tuesday, 16 Jenuery 1951, there ves e diseuesion as to whether it
would be nrecticable at that time to enpaee in some action against the
activities of the Isocircion de Investigeniones Anti-Comunistss Pro-Neciones
Unities.* No decision urs reached, since the eieetieg was informl and attended
by only a few nembers. The natter is to be discussed who members nf the
Central Committee are re sent
2. At this meeting several clans of action against the Asocieeien were mentioned:
one seppestion wes to-disrunt showings of USIE films at .rsociacion meetings;

3. Cesar !Were, a member of the Centxal Committee, has stated that he and other
Central Comnittes members feel that no drastic action should be taken against
the Psocincion at this time, because Communist-erevoked neblic sc.ndels might
be detrimentel to gaining the collrboretion of the nevi-lento Civic() Derecratico
