1. ..dmirii strati.on. The administration of ;-hank boa Province is in the hands of
a Provinc ial ~Tssembly, composed of thirty members; 25 of vhiori are elected and
five of whom are appointed by the Chief of the Province, '.r.. Ilai.
2. 7conor.~ic Conditions. Economically, the province operates on a cooperative
basis, eac it aaau. y placing its rice in a central villa,;-, barn 9 :,ice may be
sold freely, but each transaction must be re-iorted to prevent sales to the
Viet ; :inh. :i. two percent tax is imposed on the volume of business and a 50
piaster tax on each quintal of rice imported into bhanh foa,a Three hundred
tons of rice are imported each month from Cholon.
