All possible political and military information on those areas must be consolidated by the Committee as soon as possible, co The Committee must establish armed underground forces in Hong Kong and I.iacao to aid the regular Chinese Communist Array troops when the invasion is startod.* d. Members of the Committee should obtain positions wit} communications organizations in Hong Kong to aid in obtaining control of these. 2.
