On about 2 February, it was believed in Chinese Communist and North Korean
officer circles that the withdrawal of Chinese Communist and North Korean
troops was tactically planned. Communist forces are expected to fall
back to the 38th Parallel if pushed, then wait for replacements, planesg
tanks, and materiel which is stockpiled north of the Yalu River. An all-
out counterattack is expected at an unspecified time after the lunar
New Year. This is referred to as the third phase of the war.
