Local developments continue to indicate nrrangements by the various factions for combined action against Government forces, and Burma Communist Party (BOP) sabotage attacks on communications continue. In Yamethin there are signs of concerted action being planned by the BCP against Government-held towns in Central Burma. The area Prome-Thayetmyo-Taungup is much disturbed by People's Volunteer Organization (PVC) activities. Although many con- centrations are reported, and they have ambitious plans, the PVC do not apnear to have attempted any major action. Their relations with the BCP are confusing and vary from place to place; in sore districts tlie7 are co-operating with the BCP, while in others they are onposing 4hem. In the Delta Area, the Government's opera-Cons against the Karen loatinal Defense Organization (YNDO) HQ village of Einme (95-10; 16-53) nroduced a hollow victory; the xrpo evacuated before the attack. The whole of the Delta area remains in a very distuirbed state, aryl the insrrgents annear to be concentrating on the dislocation of river comrunications. The BCP in the Kadonkani area (95-13; 15-49) now has a small fleet of one steamer and five motor boats. In the Shan rtates there annears to have been a general improve- ment in the situation, though dacoities continue on a large scale and there has beon one action with a band of Kuomintang (KMT) troops. Lower Burma Chauk-Prome Area (a) The PV0 attacked the BCP at Pwinbyu (94-40; 20-21) on 8 November and dispersed them. (d) The PVCPs under Bo TUEIN are fighting another group of PVC in the area of Mindon (94.44; 19.21) on 14 November. TWO hundred BCPis led by a Burma Rifles mutineer are concentrated at Alebo (95-16; 19-53). (?. ) (f) Other insurgent concentrations include one hundred PVO's at Kvaukkyi? 16 miles west of Thayetmyo, on 12 rovember and 250 PV0,8 at tbe same place are believed to be in opnosition. .The latter party has a deserter from the Burma E'ectrical and Mechanical Engineers loading ammunition for them_ Four hundred PV' 's at Tenanma (94,47; 19-46) on 15 November under the well-known PIM leader, Bo AUNG NvUNT, rive hundred BCPs are at Fogyin, 30 miles east of Allanmyo. Seventy-five BCPs attacved the Mayabin gate, Prone, on the night of 11 November (g) A convoy of 10 truoks was attacked on the Prome-Allanmyo road on 15 November. (h) Trafqc between Promo and Paungdale (95-23; 18-51) was suspended owing to bridge demolitions. Toungeo-Pegu. Tnsureent action against the road and railway Lines of Communication continues. During the period under review there have been six attempts at sabotage of bridges. Taikyl,? Moulmein Theton-Theinzeik, Government and KNDO activity was limited to patrolling by both sides. PA-AN was shelled by the KNDO w4 8 November. The run was believed to be an 18-pounder. 6. The Delta Area. There has been increasing activity by both KNDO and BCP. Einme was occupied by Government forces on 11 November but reports indicate that the IMO moved out the day before. Five hundred ENDO insurgents were reported to be eaturning to the area on 13' November. Insurpent sniping of river convoys continues. These convoys are now rendered more vulnerable by the falling water level which confines them to set channels. One hundred KVDO's attacked Taloktaw on 7 November.
