1. On 11 July 1950,, the YuGoslav Tiinistry of the Interior decreed the establish-
nont of a restricted area, 15 1= vide, alone the entire Yugoslav border. Inha-
bitants of this area rill be furnished vrith special identity cards while
transients will be required to produce special permits issued by the police aut:~-
ritios. The issuance of such perm iits to Yu,-,oslax nationals or to foroigners is
