la Daniel Aguina.ldo, newly appointed Managing Director of the Government
Price Stabili.,,ation Corporation which was organized recently to take
Dver the functions of the Philippine Rehabilitation and Trade Administra-
tion (PRHTRA) and the National Rice and Corn Corporation (N4ktIC), claims
that President ruirino is making efforts to clean up the Government, for
fear that U1) aid to the Philippines will be terminated unless he takes
action.
2. Aguinaldo has demanded full administrative authority with responsibility

related to Government officials. ruirino has told aguinaldo that younger
members of the Philippine business community must take control of the
Government away from the politicians to prevent complete bankruptcy of
the Government. According to r'uirino, Philippine Treasury funds a^e so
low th;.t military salaries cannot be paid for October and many Government
employ3es will be unpaid.
Aguirr:zldo has suggested to ^uirino that Government-owned land within
Manila be sold in an effort to raise funds. r'uirino reportedly is now
considering this su gestiono
