1. Special certificates were recently issued to several high-ranking functionaries
of the Upper Austrian provincial headquarters of%the KPOe. by the Central
Committee.
2, The certificates are of the same size as normal Communist Party membership
books. They contain a photograph, are printed in German and Russian and,
are a dark greyish green in color. They are to be countersigned by a Soviet
agency.
Such a certificate was seen in the possession of Peter K?mnerstaetter, the
provincial party secretary. It is unknown to what category of persons these
certificates are issued., nor is information on the significance.of the
certificates available.
