1. On 12 September 1950 two 200-ton converted landing craft from the Philip-
pines anchored outside L aoao and requested permission to enter the harbor.
Permission was refused by the harbor authorities on the grounds that the
vessels lacked clearance papers from the port in the Philippines from which
they had come.

2. It was rumored in cacao that the two ships were engaged in carrying arms
from the nese Communists to the Philippines, and had hoped to obtain water
