1. According to Otto Winzer, chief of Wilhelm Pieckes private office, the SWD,
in its propaganda campaign against the West, intends to publish additional
material on Western preparations for war, similar to the information an
preparations for the blasting of Western German highways. Posters stuck to
ruins of buildings of Western Germany and West Boriin are to publicize the
number of persons mho were killed or crippled by Anglo-American bomba. In
the future an propaganda campaigns will be conducted directly ty the office
of Walter Ulbricht, SED secretary general..
2. The KPD in the Western Zones of Germany was advised to make preparations for
illegal activities in the event the party is outlawed. Plans exist for
transferring XPD top staff functionaries to the Soviet Zone of Germany with
the aid of the People's Police. A Comtmuxist functionary called Thorek,
(fern) allegedly is to become leader of the Western7lGernn KPD instead of
Max Reim=n. Thorelk is a vet o cadre f unctionar?y and is said to have
been in the U. S.S.R. until recently
